UK Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a recent poll of local authorities, English councils are preparing to offload social clubs, sports centres, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Growing Financial Challenges Drive Asset Sales

A coalition of councils for second-tier cities in England stated that 60% of councils are planning to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling public land and land to support their budgets, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of councils attempting to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would prioritise service redesigns and utilising financial reserves to manage increasing fiscal pressures.”

Detailed Examples of Proposed Sales

Medway Council in southeast England said its asset disposal plan featured the disposal of a retail complex in a local town and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the plan.

Council Tax Increases and Wider Fiscal Strains

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will have to raise local levies next April to address the growing cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

Medway council said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to achieve both better provisions and financial savings,” said a council leader.

He added: “We face population challenges which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Patterns and Projections

A survey of regional authorities this week also found council budgets being stretched by the increasing figures of young people and older individuals requiring Send support.

The County Councils Network said that local shortfalls will reach £4.4bn a year by 2029, as they struggle to manage rising needs.

Government officials have put off planned reforms to the Send system until next year after a white paper outlining those changes was recently delayed.

Disadvantage and Funding Gaps

According to the most recent indices of deprivation (IMD) for UK local authorities, several participating urban areas were among the most deprived in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the latest IMD measures,” noted the study.

“Although only one key city is among the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the most deprived fifth of the nation. The data underscores the extent of challenges facing municipal officials across major urban centers in the next twelve months,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that accounts for and responds to the actual extent of disadvantage and need,” said a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the survey revealed.
